Add ovs and ovn images

This PR adds below container images:-

• ovn-base
• ovn-sb-db-server
• ovn-nb-db-server
• ovn-northd
• ovn-controller

I'd prefer to get #71 in first which includes the changes in build.sh and rebase on top.

It will require to change the COPY commands i think as #71 uses the base project as build base for consistency with the rest of projects. I think that will help for portability of this content out of this repo (i.e. konflux environments)

@amoralej #71 looks outdated now with recent merges. Can you get that cleaned/merged for rebasing this.
Additionally can you point me what exactly required for COPY commands, /me will handle that along with the rebase.
