Fixed the CI failure by splitting the BouncyCastle versions. The issue was that bcprov-jdk18on:1.85.2 exists, but bcutil-jdk18on and bcpg-jdk18on only have version 1.85 available. Updated the version catalog to use separate version variables: bcprov uses 1.85.2 while bcutil and bcpg use 1.85.
