3. 5-Chamber Constitutional Voting (The 20% Reciprocity Mandate): Governed by five equal chambers (Founder, Genesis 100, Merchant, Network, Citizen) each capped at exactly 20% aggregate voting weight to prevent speculatory collusion. Includes a 30-90 day Founder "Soft-Veto" modification buffer.
