С недавнего времени VK стал присваивать новым пользователям ID, которые могут начинаться с 2e11. При получении сообщения от пользователя с таким ID происходит неправильная идентификация его как чата. В официальной документации упоминания о данном случае отсутствуют, а поддержка молчит уже 10 дней. Порог в 2e11 был выбран чисто эмпирически. Данный фикс полностью решил проблему в моем боте.
