Cirq seems to work fine with the latest mypy-protobuf-5.1.0, https://github.com/quantumlib/Cirq/pull/8122/changes#diff-927feb3c54df3e8ce9f40ed2018d13d8821b3e000625cd3292548a371386d336. IIUC, mypy-protobuf is only used to generate the *_pb2.pyi type annotation files, but should not be a part of runtime requirements.

I used the version I get when I run pip list | grep mypy-protobuf in the internal venv
