Refreshes the README, contributor guide, governance, and security guidance on top of current main. Updates the build instructions to Gradle 9.7.1 and the current Java 25, .NET 10, Python 3.14, and Node.js 24 runtime lanes while preserving the current Docker and Podman guidance.
