How to transliterate German

Conversion from German to English works as follows
ä becomes ea
ö becomes eo
ü becomes eu
ß becomes ss

Example:

• München becomes Muenchen

How can I do this with recode?

• In the following I know flat to be replaced with something else (but what and how to find it?)

I don't think there's support for this in Recode: there's similar support for French (the texte encoding), but not for German. I'd be happy to accept a patch to add it.
