configure rtc workspaces

There is a strange behaviour of rtc when starting migration again. RTC then always runs long running "compareWorkspaces" against the server.

In order to avoid that, create a baseline in your TARGET_WORKSPACE and deliver the baseline to the SOURCE_WORKSPACE
