Implements the explicitly approved ticket-018 AC-18..AC-25 Koru review extension.\n\n- adds the read-only required-check candidate named koru / code-review\n- pins Koru 0.1.444 and Vallm 0.1.94\n- reviews exact changed source files with deterministic and OpenRouter semantic checks\n- uploads commit-bound structured evidence and creates a GitHub provenance attestation\n- cannot auto-fix, commit, push, or submit APPROVE\n\nLocal evidence: npm run verify passes (334 passed, 1 local JDK skip); positive and negative Koru loop probes pass. The existing governance check still reports the four ticket-019 declarations and is not attributed to this PR.
