docs: chat model tiers and sign-in verification code settings - #249

The chat model menu now offers four admin-configured tiers (Ultra / Smart / Standard / Lite) instead of raw model keys, so both the user page and the admin AI settings page needed rewriting: what a tier is, which model backs it, what an empty slot falls back to, and the two per-tier controls. Also documents the two environment variables behind the email sign-in code, notes the notification mailbox as its prerequisite, and completes the base to project terminology rename on four pages the earlier pass missed.
