this should fix #59502 for future updates due to the addition of kf6-base and kde-plasma-base

I've added a comment at the top of all of these templates to make it easier to find and update these templates in the future.

I've added an empty package kf6-base that provides the shlib KDE_Frameworks.${version}. This should allow us to force the repo to stage on future updates to KDE frameworks.

(and similar for plasma)

Do we have anything on the builder that would ensure that kf6-base and kde-plasma-base are getting build before actual packages?
xbps-src on its own wouldn't see this as a build order and would require these to be in makedepends?

yeah that probably needs a change. maybe add it to the makedepends of a lower-level core component of each group?

went with the simple route of adding the -base package to makedepends of everything that shlib_requires it. will be testing this in my cross-builds
