Normalize merged communication evidence

The communication and localization specifications now describe verification against the merged implementation and the executable evidence documented in their respective §13 sections. This removes stale references to intermediate pull requests and keeps the specification history aligned with the completed work.

• Updated the repository localization specification to reference merged implementation and §13 multilingual fixture evidence instead of intermediate pull requests.
• Updated the semantic GitHub publication specification to reference merged implementation and §13 concurrency and disjoint-budget evidence instead of intermediate pull requests.
