Adds a changelog entry for this week covering the Batch Compliance API cutover to api.x.com signed byte-paths.

Changes

• New Sep 17, 2026 entry under X API v2 documenting the batch-compliance flow migration: api.x.com signed upload/download URLs, upload_expires_at/download_expires_at expiry, 1 GiB single-PUT upload, new DELETE /2/compliance/jobs/:id cancel endpoint, one-active-job-per-type (409), and the new action/reason result contract (rehydrate/tweet_edited, scrub_geo/geo_scrubbed).
• Links out to the rewritten Introduction, Quickstart, Integration guide, and cancel endpoint reference.

Context

Only product-affecting change merged since the last changelog entry (#410). Other PRs merged in the window (#422, #423, #426, #427) were docs-only fixes and were not included.
