Scopes them like in `brackets.scm` so that highlighting only happens when there is an actual valid use of the delimiters; as a side effect, this helps simplify all the sigil captures Also includes other simplifications for embedded content in the HEEx/HOLO/Jason sigil captures, and the doc attribute argument captures
