Integrate reviewed methodology and deterministic evaluation foundations

Integrates the bounded contracts from #143, #144, #149, #145, #146, #147, #148, #142, #151, #155 and the still-blocked matrix foundation #187. Campaign admission rejects candidate-visible known answers, reusable methods cannot cite eval-only sources, smoke preserves exact costs and repeated evidence paths, and empty forensic traces receive insufficient-evidence status rather than perfect fidelity.

These functions assess supplied records. They do not persist campaigns, establish evidence truth, publish skills, operate devices, grant execution authority or admit the paid authority matrix. Keep those originating implementation issues open.

Validation: 28 focused integration tests, 15 methodology eval tests, and 5 matrix tests passed. Deterministic smoke ran with zero model calls and zero executed rows. Typecheck passed before matrix integration; full exact-head checks remain required.
