• preserves feat: wire remaining ADR 0133-0137 surfaces into the workspace #490 only as closed branch evidence and forbids wholesale replay
• assigns one smallest evidence-bearing delivery per remaining gap

Tracks #611; the issue remains open until every unmet acceptance criterion has a focused current-main implementation and regression test.

Stacked CI repair

PR #634 merged into this non-default branch after exact local workflow validation. This PR now also makes the Tests workflow emit a jobless pull-request close run in its existing concurrency group, cancelling obsolete same-PR work before runner allocation. This remains unshipped until this combined exact head passes protected-main checks and independent approval.
